Harvey Bowen, President

Harvey Bowen has been a member of All Aboard Washington since 2003 and was first elected to the board in 2006. He served as All Aboard Washington’s webmaster from 2006 to 2008, and as Treasurer in 2009-10 and again in 2012-13, and since 2014 as Vice President.

Mr. Bowen is a lifelong commuter rail and long distance rail user and supporter. Harvey was born and raised in the greater New York City area and first moved to Washington State in 1983. He has been a Seattle resident since 1987 and now lives near Seattle’s Seward Park with his wife and twin daughters.

His other volunteer pursuits include serving as a National Park Service/Amtrak Trails & Rails guide in Washington and Oregon, as an Operation Lifesaver Presenter, and volunteering with Seward Park Audubon Center. In 2011 Mr. Bowen was awarded the President’s Volunteer Service Award, Gold Level for his volunteer services.

Luis Moscoso, Vice President

Luis Moscoso is a former 3-term Representative in the 1st Legislative District.  After 33 working in transit and Labor Union staff work he was elected to the Washington State Legislature. He was Vice Chair of the House Transportation Committee when his interest in transportation inspired him to co-found the Legislative Rail Caucus advocating for increased rail passenger service and rail corridor safety and capacity. He is also a member of the Board of Directors of the University Beyond Bars, the Northshore Performing Arts Center Foundation and the Latino Education & Training Institute.

Rocky Shay, Secretary

Rocky Shay is the current Secretary of All Aboard Washington. Rocky has been a member of the All Aboard Washington (formerly known as the Washington Association of Rail Passengers) since 1972.  He is a native of Tacoma and has worked in broadcasting in Seattle since 1968. Trains, both passenger and freight, have been a lifelong interest. He and his wife Jamie live in Federal Way.  They have a daughter and a two-year-old grandson.
